The NSDAP's Conception of the State

The chapter titled Staat in the 16th (1940) edition of Politische Fibel is much longer than the corresponding chapter in the 1934 edition, mainly because the shape of National-Socialist rule had become more specific during seven years of wielding power. Important progress had been made in the unification and empowerment of the German nation. The 1934 edition contained a general discussion about forms of state which was totally omitted by 1940. Theory and generalization were replaced with concrete reality.

One of the most important points about the National-Socialist view of the state is that it is not the same as the Neo-Hegelian, Fascist view of the state. For National-Socialism, contrary to a widespread false opinion, the state is not an end in itself.

Lesson 3.

The state is an organization whose purpose is the preservation of the folk. (Organization is the binding together of human beings for a specified purpose.) The state is always a means to an end, never an end in itself. We do not serve the state for the state's sake, but for the sake of the German folk.

This principle has not been observed in the last thousand years of German history. The mediaeval Roman idea of the state saw as its task the erection of a supranational Christian World Empire. Absolutism saw it as service to the prince. Liberalism and Marxism shifted the individual and his economic interests into the foreground. Some advocated the unimportance or even the abolition of the state (anarchy); others advocated the state as an end in itself.

National-Socialism combats all these false views and shifts the state into its proper perspective: it is a form, which has to embrace and protect its content, the folk, just as a vessel carries liquid. The state is thus important, but the ultimate and highest value is the nation. Adolf Hitler gives the state an exalted task: the maintenance of the type. The preservation and advancement of the best racial forces of its ethnicity is the highest duty of the National-Socialist state.

The state possesses the right of political sovereignty. [....] If it loses this right of sovereignty, it becomes a colony. Adolf Hitler has turned Germany from an international colony back into a nation-state, into a true Reich. The National-Socialist state protects the folk community internally and externally. The aim is: socialist justice and cohesion internally, nationalist freedom and power externally

Every German folk-comrade and citizen has the duty to support the National-Socialist state leadership in the accomplishment of this aim.

A citizen of the state [Staatsbürger] is a folk-comrade with political rights.

Hitherto the following conception prevailed: everyone could become a citizen of the state. One could buy for oneself the right of citizenship (Ostjuden and other racial aliens). This principle must inevitably lead to the ruin of the folk and along with that, the state. (Example: Rome). The National-Socialist conception opposes that: only a German folk-comrade can be a citizen of the German State; all people of alien race are foreigners. Through birth only, as a matter of principle, can nationality [Staatsangehörigkeit] be obtained. The national who has fulfilled his duty to the folk (labor-service and military obligations) can become a citizen of the Reich [Reichsbürger]. First comes duty, then, only as a consequence of that, comes the right. Jews and racial aliens may hold no public office (cf. Program, Points 4, 5, 6, 7, 8, 23; Adolf Hitler, Mein Kampf, Vol.II, chapter 3).

Point 4 of the Program: "A citizen can only be someone who is a folk comrade (Volksgenosse). A folk-comrade can only be someone of German blood, without regard to religious denomination. Hence no Jew can be a folk comrade. "
Through the Reich Citizenship Law of September 15, 1935 these principles have already been actualized. This law distinguishes foreigners, nationals, and citizens of the Reich. Only the national of German or kindred blood who shows that he is willing and qualified to serve the German folk and Reich becomes a citizen of the Reich. The Reichsbürger alone is the bearer of public political rights. With that the National-Socialist racial idea has triumphantly prevailed in the German state. Germany is a folkish state.

The relation between Party and State is important. Here we must distinguish between the state in the broad sense, i.e. the entire organization of the people, and the state in the narrower sense, i.e. the state authorities, the administrative bureaucracy of the state, and the bearer of supreme power in the state. The Party is the most important pillar of the National-Socialist state (in the broad sense). The NSDAP is bearer of the German state idea (Law for the Guarantee of the Unity of Party and State). 

For the relation between party and state authorities (state in the narrower sense) this principle applies: the Party commands the State. This does not mean that every party comrade can issue commands to every public official. This means rather that the higher leaders of the National-Socialist movement, above all the Leader, simultaneously are higher state officials […] and give to officials the binding guidelines of National-Socialist rule. The Party has rescued the state and shapes it for all time according to its principles.

Adolf Hitler: "We are one folk and we want to live in one Reich!"
The National-Socialist state is "total" in the sense that there is only one single will in it, that of National-Socialism, which is embodied in our Leader. Instead of clashes of interest between classes, regions, and religious denominations, a single interest now prevails: that of the entire German people. 

National-Socialism does not, however, strive for the "total state" in the sense of an absolutist guardian that would supervise every aspect of private life. The state is rather a servant of the National-Socialist Idea and therewith of the German people. We do not represent the totality of the state, rather the totality of the National-Socialist worldview in the state.

National-Socialism brings to all spheres of public life unity instead of division. The eternal longing of the best Germans for a united Reich is finally actualized through Adolf Hitler. There is now only a single state, the German Reich; the tribal districts [die Gaue] are important building-blocks of the Reich. The reorganization of the Reich is one of the German People's mightiest tasks, which the National-Socialist state-leadership is discharging purposefully and masterfully. The unity of the Reich is personified above all through the one Leader, and concurrently through the one worldview which the German People determines and welds together for all future. 
Adolf Hitler has not only raised up our fatherland out of a slavish existence to national self-sufficiency (Selbstständigkeit); he has formed it furthermore into a true Reich. The "Reich" is far more than a "state." The Reich is for us Germans the powerful expression of our type, the highest expression of the German essence. Consequently even the German word "Reich"cannot be rendered into other languages; it means something completely different from the English or French "Empire." 
The German-English War is really nothing other than a struggle between the Idea of Empire and the Idea of the Reich. And concurrently between ownership (Besitz) and achievementt (Leistung), between gold and blood. We National-Socialists are no imperialists; i.e., we do not intend to oppress and to exploit alien peoples who inhabit remote regions and have done us no harm. Rather the Reich has the great task of being the leading and guiding power of all small peoples within the German sphere of life and culture [innerhalb des deutschen Lebens- und Kulturraumes].

Filled with this lofty mission, Adolf Hitler is implementing a true and just new order of Europe. The basis of all European policy in the future will be only one force: the Germanic Reich of the German Nation!

Folk (Nation) is a community of human beings with the same descent, language, culture, history, and homeland, and the same political will. The folk is a community of blood and destiny. Shared ancestry is the most important characteristic. We Germans are all related to each other. Other characteristics of a folk, language, culture, history, and homeland are not as important.  

Language is the most conspicuous sign of nationality. One recognizes the scion of a folk by his language. It can also happen however that a folk adopts an alien tongue. The Jewish folk for example speaks the language of the respective host nation.

Every true culture is bound to the folk. Art is always rooted in folkdom; it is never "international." This does not rule out the possibility that certain masterworks acquire supranational importance. On the other hand there are peoples that are capable of no cultural achievement.

Every folk has its own history. Perhaps no people has a past so great and proud as ours. In the convoluted course of German history the German folk was indeed torn asunder again and again into separate states, but, because of the mighty, historic deed of our Leader, united Germandom now will bear a single shared destiny.

Every folk has a special settlement region, a homeland. It is one of the greatest tasks of every nation to adjust its living space to fit its population-count. Germany was for centuries a "folk without space," while other European peoples ruled great world-empires. Because German living space was too small, hundreds of thousands of the best Germans emigrated to foreign lands, with the result that they were mostly lost to Germandom. We therefore demand living space which corresponds to the accomplishments of the German people upon this earth (cf. the Party Program, Point 3). No people has a greater right to colonies than the German people.

An important characteristic is the common political will. The awareness of belonging together, national consciousness, is of decisive importance for a people. A folk becomes a nation when it is animated by a unitary political will and unifies itself in a durable state. It was through the National-Socialist Revolution that the Germans first became a nation. Adolf Hitler has given to the German people a singular political will; he has thereby made it into a true nation. While the concept "folk" in German history often expressed something contemptible (niederes Volk, “common folk”), National-Socialism has elevated the folk to the central and most important value.

The folk articulates itself organically into tribes (Stämme), clans (Sippen), and families.

The family is the germ-cell of the folk. It is, as the smallest and most natural blood-bond, one of the most important foundations of our entire life. Every human being is decisively influenced in the house of his parents. The Jew knows very well that he can only destroy the peoples among whom he lives if he destroys the family. On the other hand the soundness of our folk is only possible through a purposeful nurturing of the family.

While one understands by "family" only the nearest relatives, one calls the broader circle of blood-relationship the clan. In Germanic prehistory the clan played a major role. It will again acquire greater importance in the folkish state.

The largest hereditary units within a people are the tribes. They define themselves through the same dialect, through the same customs and usages, and through a common homeland. In Germany we are acquainted for example with the tribes of Lower Saxony, Franconia, Swabia, Bavaria, Saxony, Silesia, etc. However great the differences between the particular German tribes may appear, the commonality which binds them all is greater by far. The tribes are only parts of the folk, a community of destiny.

Folk and race are not the same. "Folk" is a political and cultural concept; "race" is a concept of biology and natural science. The folk is a bond of destiny; the race by contrast is not a political community but the eternal spring from which the folk derives its strength.

The folk is the only political community. Everything we do should be for the benefit of the German folk. We struggle and sacrifice for our German folk.

Adolf Hitler: "By fending off the Jew, I fight for the work of the Lord."

The Jews are a folk, not a race. They are often portrayed as a race in order to emphasize their distinctness. They are a folk completely alien to us Germans, with an entirely different racial composition. The chief racial components of Jewry are the Armenoid (vorderasiatische) and Semitic (orientalische) races. In the course of their history they have mixed themselves with almost all other races of the world.

We National-Socialists are anti-Semites, i.e. adversaries of the Jews. We do not oppose Jewry as a religion. A baptized Jew remains racially and folkishly still a Jew. – We are likewise not gutter anti-Semites (Radau-Antisemiten) nor are we strictly anti-Semites (Nur-Antisemiten). Rather, we are adversaries of the Jews for the following reasons:

1. Jewry is a foreign folk. The Jew is of completely different descent, of alien blood; he has an entirely different political will. A Jew is always in the first place only a Jew, then also perhaps – when it is of benefit to him – "German," "English," "French," etc. – Jewry considers itself the "Chosen People" and strives for world power.

2. The Jew is a parasite, a sponger. He always corrupts the folk in which he dwells. Jewry deliberately destroys the host people's basic prerequisites for life. Jewry is the "ferment of decomposition" (Mommsen), i.e. the force of destruction. The Jew knows very well how to camouflage himself and to adapt himself (to "assimilate") to the people among whom he dwells. He systematically poisons every healthy folk; for in an unhealthy folk the Jewish sponger thrives better.

Jews were most of the black-marketeers and profiteers
from war and inflation
. Jews were the key "leaders" of the Marxist and Liberal parties. The Jew systematically divided the German people in order to be able to govern. He corrupted art, undermined all moral and heroic strengths of our people. All of public life became more and more judaized. This alien folk pushes its way into all important positions (examples!). Almost the entire press, and thus public opinion, were controlled by Jews. Above all the economic power of the Jew escalated more and more. He prevailed not because of his greater ability but as a consequence of his brazenness, brutality, and lack of conscience. The Jew ruled the German people. (Regarding the Jewish question cf. the entire following chapter!)

Against this, National-Socialism organizes the unified defense of the German nation.

Adolf Hitler has broken the Jewish influence in Germany.
All the more does World Jewry now agitate throughout the world for the National-Socialist Reich, which it hates, to be destroyed in a second World War. But this war, on the contrary, will end Jewish world power. Through the victorious campaign of the 18 days in Poland and Galicia, the core province of today's Jews, this world plague has already been struck to the core. Furthermore the Fuehrer will eliminate Jewry in all Europe, and thereby frustrate all Jewish plans for world government.*
* This paragraph reflects the circumstances of 1940 and is totally absent from the original 1934 edition. It is an elaboration of a statement from Hitler's speech of 30 January 1939, which said that if "international finance Jewry within Europe and abroad" succeeded in fomenting another world war, the result would be the Vernichtung of the Jewish race in Europe. The rationale given in this paragraph is that getting the Jews out of Europe gets them away from the centers of power in the world.

Race according to the NSDAP

This is a chapter from the 1940 edition of Politische Fibel (The Political Primer of National-Socialism) by Hansjoerg Maennel, which was a collection of summaries to aid those responsible for teaching the doctrines of the NSDAP to new members. It is not a general treatise about race but a brief treatment of racial concerns specific to Germany in the 1930s. Translation by Hadding Scott, 2009.

Chapter 1.
(* Only those party-members who possess a special license from the "Office of Racial Policy" of the NSDAP may teach about specific questions of racial science and genetics!)
Race is a group of people with the same physical and mental hereditary traits. Race is invariable, enduring (constant). Every human being, like every other living creature, inherits its own traits of body, mind, and character. The folk varies precisely in accord with its racial composition. The character of a folk results from its racial composition.

The German folk consists of several races: Nordic, Eastern (Alpine), Dinaric, East Baltic, Phalian, and Western (Mediterranean). (cf. Guenther, Brief Racial Study of the German Folk). The concepts Germanic, Romance, Slavic, etc., delineate not separate races but language- and folk-groups, which certainly also exhibit a distinctive racial imprint. 
In Germany the Nordic race preponderates (tall, thin, long-headed, small-faced, blond, blue-eyed; prudent, creative, energetic, truthful, brave, leader-like, cool, reserved, often gruff. Propensity for solitude, for seclusion and eccentricity. 

The Nordic race is the binding component, the unifying element of our folk. It is the determining, guiding, and culture-creating power of the German nation. – The exterior of a human being is not by itself a signifier of his race. A small, dark German therefore is not necessarily inferior or un-German; he could very well be a bearer of Nordic heritage.
Adolf Hitler : "All great cultures in the past only perished because the originally creative race died out from poisoning of the blood ."

The races of which the German folk consists are all related to each other; consequently they have more that is common than distinct. The German folk represents a unity; the particular races that comprise it produce the polymorphism and richness of the German essence, nonetheless without inhibiting the unity of our nation. A danger of the first rank to the German folk could therefore result only through mixture with alien races. 
Germany is the mighty wedge which the Nordic race forms on the European mainland. It must maintain itself in the face of all neighboring peoples, which are racially entirely differently constituted. All Europe is menaced by alien races. In France the Negro gains ever more acceptance. In the Rhineland the black disgrace is supreme. (The Black occupation-troops left behind many hundreds of bastards on the German Rhine!) Every mixture with racial aliens (e.g. Jews, Negroes, Mongols, leads necessarily to the decline of the nation. In racial chaos all great states and cultures have perished (e.g. Greece, Rome, etc.) From this recognition result these demands: expulsion of the racial alien and preservation of the purity of our race. Through the Nuremberg Laws (the Blood Protection Law and the Reich Citizenship Law of September 15, 1935) mixture of the German folk with racially alien Jewry is therefore finally halted. The German folk must die if its typical and fundamental component, the Nordic race, dies out. This danger looms not just externally, but also internally.
The decline of the birth-rate threatens the existence of the German folk. (In Germany the birth statistics for 1901amounted to 37.7 per thousand; in 1933 only 15.1 per thousand.) Historically only a growing folk succeeds; dying people go to ruin. Therefore, through a slow, deliberate, and tactful campaign of education , a population increase must be achieved. – Above all it was the economically more secure parents who started limiting the number of their children, although especially they were in a position to raise several children (the two-, one-, and no-children plans). 
Urbanization gradually diminishes the racial strength of a people. The rural population exhibits a substantially higher birth-rate than the population of the cities, especially the big cities. (In 1871 4.8% of the population of Germany lived in big cities, but in 1933 it was 30.1%!) The yeomanry is the most important bearer of the race (cf. Darré, The Yeomanry as Life-Source of the Nordic Race). Furtherance of the farmer is therefore at the same time furtherance of the best racial forces. The rural exodus is solved in the National-Socialist state through a deliberate, energetic settlement.
Alfred Rosenberg : "The belief in the value of heredity and in the value of the Germanic race is the fundamental premise of the National-Socialist worldview."

The Nordic race was receding more and more (danger of de-Nordization). By contrast, criminals and the congenitally ill multiplied very rapidly. With that, criminal and unhealthy hereditary traits also multiplied. If one assumes that half a nation consists of the congenitally healthy, the highly valuable, and that the other half consists of the congenitally ill, the less valuable, and if the former group always has three children while the latter always has four children, then this people, after 300 years, would consist of 4% highly valuable and 96% less-valuable people! A mentally ill person costs the State about 4 reichsmarks daily, which is more than some healthy laborers with families have at their disposal. National-Socialism therefore makes the following demands: 

1. Prevention of the increase of the congenitally ill and inferior. This is feasible through legislative means. The Sterilization Law is the first great deed of the National-Socialist government in this area. 

2. Furtherance of the increase of all congenitally sound and valuable people. This goal is to be accomplished not so much through legislation as through cultural policy. The German people must be educated to a Nordic ideal of culture and beauty. The judaized art of the post-war period had consciously propagated an alien "ideal of beauty." Through a flood of trash and smut the Jew undermined custom and morality in order to shatter the racial strength of the German people. In opposition National-Socialism appeals to the healthy forces of our nation. The racial will of the people is awakened once again. Every German must become aware that he is a link in the eternal chain of the race, that he as the bearer of an ancient bloodline has a great responsibility.
Adolf Hitler: “Whatever in this world is not good race, is chaff."
Adolf Hitler: "A state which, in an age of racial poisoning , dedicates itself to the nurturing of its best racial elements, must someday become lord of the earth."
Alfred Rosenberg: "Blood is greater than gold, a dirt clod is greater than a stock portfolio, honor is greater than the highest dividend, the folk stands taller than the sum of its business-transactions."
Adolf Hitler: "Never forget that the holiest right in this world is the right to land which one wishes to cultivate oneself, and the holiest sacrifice is the blood which one pours forth for this land !"
An important Jew, Benjamin Disraeli, (an English prime-minister of the prewar period) opined: "The racial question is the key to world history." Here, this Jew – who indeed must have known it – was right. Through the racial question alone, i.e. through the eternal laws of blood, of type, of nature, we can understand life and history. The results of the inquiries of natural science in the field of racial science disprove the fundamental concepts of the past. The Folkish Movement is the first political consequence of the more recent findings of science. National-Socialism deliberately places race at the center of political thought. Blood and Soil are the two most important foundations of life. "Blood" and"soil" are however not material, but the highest ideals. As our Germanic forerunners already recognized, blood and soil are eternal and holy values. For eternal is the bloodline which manifests itself from the past through the present into the most distant future. And eternal too is the soil, hallowed by the blood poured forth in its defense. These highest core-values place a great obligation upon us: remember that you are a progenitor!
Only a people that observes the eternal laws of the preservation of the type, that believes in its own racial strength, has a future!

Kosher Patriotism: a giant distraction

I just read a review of Blood and Politics: The History of the White Nationalist Movement From the Margins to the Mainstream by Leonard Zeskind. It is about the development of White Nationalism prior to the age of ubiquitous internet.

A weakness of the review is that the reviewer, "Hunter Wallace," is under 30 years of age and does not remember many of the events discussed. He doesn't catch the fact that the Jew Zeskind has mingled some elements into his account of White Nationalism that don't really belong.

Racialist discourse degenerated like Old Latin into dire warnings about black helicopters, the New World Order, and “Z.O.G.”*
"Black helicopters" were a legend of the 1990s militia-movement. Talk about black helicopters was not particularly associated with racism. As a matter of fact, in all the hours of "patriot radio" broadcast on shortwave every week there seemed to be an inverse relationship between each broadcaster's willingness to discuss race and his penchant for anti-government rumor-mongering. The non-racists would speculate about some looming threat that might never materialize (e.g., Alex Jones' Police State 2000), while for racists the focus was present reality (e.g., media bias and non-White crime). The less open a particular broadcaster was to discussing race and the Jews, the more likely he would be to spend time on hidden concerns like black helicopters, UN troops, MK-Ultra, biochips, UFO coverup, etc.

Dr. Pierce used to call these people kosher patriots. They seemed to be a giant distraction set up to draw attention away from discussion of racial concerns. Willis Carto's media touched on those kinds of topics to some small degree but there were some upstart "patriot" entrepreneurs that went wild with that stuff. Those same people seemed to have an aversion to Holocaust Revisionism and a penchant for relying on parables about "the Nazis." Some of the Kosher patriot broadcasters were Jews and some of them had Jewish backing.

These kosher-patriot broadcasters were also prone to spend a lot of time talking about weapons and violence, and to engage in provocative (but usually empty) posturing toward the government, like attorney Linda Thompson's proclamation in 1994 of an armed march on Washington. This was the high-water mark of kosher-patriot histrionics.

Everyone from Francis Parker Yockey and Louis Beam to Tim McVeigh and Erich Gliebe is mentioned at some point or another.
Tim McVeigh may or may not have gotten the idea to blow up the Murrah Federal Building in early 1995 from The Turner Diaries**, but he was no White Nationalist. He was a big fan of kosher-patriot broadcaster William Cooper, whose protégée and frequent guest Linda Thompson had produced a video about the Waco Massacre that inflamed McVeigh against the government.


* In that list, "black helicopters, the New World Order, and Z.O.G.," the least credible element has been placed first. I assume that the reviewer copied this order from the Jew Zeskind, because it serves the obvious rhetorical purpose of placing the last element, the only one that refers to Jews, in a disreputable context. Z.O.G. is an acronym that gained notoriety in press reports about the Brüder Schweigen in 1984. Although the acronym itself is rarely encountered now, the essential concept of "Zionist Occupational Government," has gained considerable credibility in recent years, because the influence of Zionist Jews over U.S. foreign policy since 2001 has been difficult to overlook.

** Morris Dees of the Southern Poverty Law Center exaggerated the similarities between the method used to destroy the Murrah Federal Building and the method portrayed in Dr. Pierce's novel. Tim McVeigh's truck-bomb loaded with cylinders of nitro-methane was parked in front of the building. Nitro-methane is a much more potent explosive than the mixture of ammonium-nitrate fertilizer and kerosene ("AN-FO") used in The Turner Diaries, which was parked in an underground garage and, according to the novel, would not have been very effective parked outdoors. In other words, the engineering of McVeigh's truck-bomb did not come out of The Turner Diaries.

A Fake Hitler Quote about Religion

 A crude piece of U.S. war-propaganda.

Today on Youtube I saw a video intriguingly titled "Hitler the Philosopher." It consisted of a series of statements attributed to Adolf Hitler, but with no sources given. Some of the alleged quotes struck me as highly questionable, like this one:

Life is will to power, and satisfaction is in eternal self-overcoming.

Anybody that has read Nietzsche will recognize that terminology and that idea as his.

If Hitler ever used such conspicuously Nietzschean language, he probably did not do it in public, because the vast majority of Hitler's supporters were very Christian, while Nietzsche of course was notoriously hostile to Christianity.

I checked the English-language edition of Hitler's Table Talk to see if perhaps he had said some such thing in private. Out of a dozen or so statements about "life" in Hitler's Table Talk, not one characterizes life as "will to power." To be safe I checked Mein Kampf as well, since Hitler by his own account said some things at that time, when the movement was still small, that he would not have said later. It turns out that the expression will to power appears nowhere in Mein Kampf.

I do not know where that statement was originally attributed to Hitler, but it is clearly part of an attempt to portray Hitler as a Nietzschean, which is to say, an anti-Christian. Allied propaganda in both World Wars portrayed the Germans as Godless Nietzscheans, which they generally were not.*

In the imagination of an uneducated Christian, it is a given that anybody who rejects Christianity will be prone to do all the things that Christianity prohibits. After the allegation of Godlessness, the allegation of tossing babies onto bayonets or Jews into ovens becomes almost self-evident. That is why the accusation of Godlessness was fundamental in the propaganda of both World Wars.

The improbable Hitler quote appears not only in that video; it also appears in Abir Taha's Nietzsche, Prophet of Nazism: The Cult of the Superman -- again, of course, with no source cited.

The video presents another alleged Hitler quote with anti-Christian purport:

“The old beliefs will be brought back to honor again. The whole secret knowledge of nature, of the divine, the demonic. We will wash off the Christian veneer and bring out a religion peculiar to our race.”

I found the exact same quote in Taki's Magazine of 29 August 2007, in an article titled "Hitler and the New Nazi Religion." It turns out that this article was an excerpt from a book, Salvation is From the Jews, written by a "converted" Jew, Roy Schoeman.

Schoeman cites sources for that quote, but what sources! They are: "Nazis: The Occult Conspiracy, Discovery Channel; also Joseph Carr The Twisted Cross, p. 203." I find it quite shoddy when an author making a controversial point relies on secondary sources, let alone sensationalist trash like The Twisted Cross, and a TV show!

Are Taki's readers so low-brow that they find this acceptable?

And aren't Jews supposed to be intelligent? Or maybe this kind of shoddiness is simply Schoeman's way of showing contempt for his stupid Christian readers.

It turns out that the original source for the quote is one of Hermann Rauschning's fictitious conversations with Hitler**. However, like two other fake Hitler quotes that I discussed in an earlier post, this "quote" has an additional layer of misrepresentation in that it is cobbled together from various sentences in Rauschning. Here is the context in which the elements of the fake quote are found, on and around page 55 of Rauschning's The Voice of Destruction.

"You see," Hitler returned triumphantly; "that is what I'm building on. Our peasants have not forgotten their true religion. It still lives. It is merely covered over. The Christian mythology has simply coated it like a layer of tallow. It has preserved the true contents of the pot. I have said this to Dane, and told him that we must start the great reformation. He has suggested means to me, magnificent means! I have approved them. The old beliefs will be brought back to honor again. In our 'Green Week' and in the 'Traveling Agricultural Exhibition' he will allude to our inherited religion in picturesque and expressive language that even the simplest peasant can understand.

"It will not be done in the old way, running riot in colorful costumes and dreaming of a departed, romantic age. The peasant will be told what the Church has destroyed for him: the whole of the secret knowledge of nature, of the divine, the shapeless, the daemonic. The peasant shall learn to hate the Church on that basis. Gradually he will be taught by what wiles the soul of the German has been raped. We shall wash off the Christian veneer and bring out a religion peculiar to our race. And this is where we must begin. Not in the great cities, Goebbels! There we shall only lose ourselves in the stupid godlessness propaganda of the Marxists: free sex in nature and that sort of bad taste. The urban masses are empty. Where all is extinguished, nothing can be aroused. But our peasantry still lives in heathen beliefs and values."

Rauschning's "conversations with Hitler" are fake but "quotes" derived from them continue to circulate. Beware of accepting statements attributed to Hitler without knowing the original source and whether it is credible. Otherwise you could end up having egg all over your face like Taki's Magazine.
*Contrary to the impression that the propaganda of two World Wars has created, Nietzsche has never been widely popular in Germany. Nietzsche was however a favorite of the Wandervögel, a subculture of early 20th-century Germany that in some ways resembled hippies except that they were patriotic and not pacifist. I have also found references to Nietzsche in psychology (e.g. Jaensch) from the Third Reich. For the general public however, and for politicians addressing the general public, Nietzsche's anti-Christianity was a problem. Nietzsche's name appears nowhere in Mein Kampf and only twice in Alfred Rosenberg's Mythos des zwanzigten Jahrhunderts. The praise in Alfred Rosenberg's speech commemorating Nietzsche's 100th birthday in October 1944 was highly conditional.

Christopher Hitchens: Crypto-Revisionist

Please! I swear I didn't say it!
In a previous post I presented evidence that some members of the U.S. political establishment did not believe in the Jewish Holocaust story, but kept their view on the matter to themselves, probably out of fear. Far-left journalist Christopher Hitchens is a clearer example of a non-believer who has been silenced through Jewish intimidation. I have it on good authority, from somebody* who was at a dinner with Hitchens, that in the mid-1990s he was indeed expressing disbelief in the gas-chamber story as Edward J. Epstein later alleged.

The Nation, obviously trying to have Hitchens censored or barred from publication. For some reason the editor, Victor Saul Navasky, was unconcerned, probably because Hitchens had solid credentials as an anti-racist, Jew-friendly leftist. Hitchens' Holohoax skepticism only became public in 1999 because of a dispute with another Jewish journalist, at which point Epstein pitched in to harm Hitchens. The ADL responded by attacking Hitchens' reputation, but stopped short of an all-out effort to ruin him, again, probably because Hitchens shares a large part of the ADL's agenda, in the area of anti-racism.

How widespread is hushed Holocaust skepticism on the left? The fact that Hitchens' leftist-Jew boss found such a view privately held by one of his writers to be no cause for concern implies that already in 1995 skepticism about the Holocaust was acceptable on the left, as long as it came from a
bona fide leftist and was not expressed publicly.

How many other journalists know that we are being told colossal lies and never tell us?

The ridiculous credulity of the news-media during the propaganda campaign for invading Iraq was a demonstration of near-monolithic connivance. Hitchens himself gave emphatic support to this most transparently unjustified of all U.S. military actions, a support which seemed uncharacteristic of him and premised on non-use of critical faculties wherein he does not normally seem deficient. I had to wonder if by lending his support to such an absurd cause Hitchens was making amends to Zionist Jewry for his exposed thought-crime.

[Edward J.] Epstein told MSNBC that [Christopher] Hitchens had expressed his views on Holocaust denial on Feb. 12, 1995, as they ate dinner together with several others at the Royalton Hotel in New York after attending the 70th anniversary celebrations for The New Yorker magazine at the Hudson Theater. Epstein said Hitchens' remarks were so disturbing that he noted them in his diary when he got home that night.

"Once seated in a booth, and freely sipping his free red wine, Hitchens advanced a theory more revealing than anything going on at the Hudson theater," Epstein wrote in his notes at the time. "His thesis, to the shock of everyone at the table, was that the Holocaust was a fiction developed by a conspiracy of interests bent on 'criminalizing the German Nation.' He explained that no evidence of German mass murder had ever been found -- and what gruesome artifacts had been found had been fabricated after the event," Epstein wrote.

"What of the testimony of Nazi generals at Nuremberg about the death camps, I asked. He explained, without missing a beat, that such admissions were obtained under Anglo-American torture. I then asked, 'But what happened to the Jews in Europe?' Hitch shrugged and said, 'Many were killed by local villagers when they ran away,' others died natural deaths, and the remainder made it to Israel."

In a telephone interview from California, Hitchens would not comment on the conversation with Epstein that night. "It's a trap question, like 'When did you stop beating your wife,' " he said. "There is no point of getting into denials."

Hitchens noted, however, that the dinner conversation took place a few months after he had written a piece in The Nation, a left-wing magazine, about French Holocaust denier Robert Faurisson, and about a year before he wrote another piece for Vanity Fair about British Holocaust revisionist David Irving. "I'm very interested in the subject," said Hitchens, 49, who discovered only 12 years ago that his mother was Jewish**.

Hitchens, an iconoclast whose targets have included Mother Teresa, the pope and Princess Diana, raised a forest of eyebrows with his 1996 Irving piece. In it, Hitchens flayed St. Martin's Press for canceling plans to publish Irving's book on the papers of Joseph Goebbels, the Nazi propaganda minister, after protests from other Holocaust historians and commentators who labeled Irving an anti-Semite. "It's unimportant to me that Irving is my political polar opposite," Hitchens wrote. "If I didn't read my polar opponents, I'd be even stupider than I am,"

Hitchens also noted that "Irving is not just a Fascist historian. He is also a great historian of Fascism."

.... Vanity Fair later published a reply from Abraham Foxman, national director of the Anti-Defamation League. "Intellectual dishonesty pervades Christopher Hitchens' comments on the well-known Holocaust denier and Nazi apologist David Irving," Foxman wrote. "He glosses over Irving's extensive record as an anti-Semite." But when asked if the ADL considered Hitchens as a Holocaust denier himself, spokesperson Myrna Shinbaum said Tuesday, "No. He's a writer. We don't always agree with what he writes about, but he's not a controversial Holocaust denier." Joshua Muravchik, a scholar at the conservative American Enterprise Institute, describes Hitchens as an "intellectual entertainer," one who often takes controversial positions "simply for the fun of exercising his brain." A number of Hitchens' friends said he also often drinks too much, an observation Hitchens does not dispute. Among those who were present at the controversial 1995 dinner were Vogue editor Anna Wintour, who said through a spokesman that she did not recall the conversation that Epstein described. Epstein, however, is adamant about his recollection of what Hitchens said that night. Moreover, he insists that he didn't keep it to himself until now, as Hitchens claims, but that he shared it with a number of people at the time, including Hitchens' editor at The Nation, Victor Navasky. Navasky confirmed in an interview that Epstein had told him about Hitchens' alleged remarks at the time, but he said they did not trouble him and he never brought up the subject with Hitchens. "I never took it seriously as a charge," Navasky said.
*Might as well say it now: it was Faurisson, when I visited him at his home on 5 August 2000. I brought up the controversy about Hitchens as a counter to Faurisson's pessimism about the future of Holocaust Revisionism. He seemed not to know that Hitchens was a famous person, nor that there had been this controversy around him. (Note added 15 April 2020.)

** In National-Socialist Germany Hitchens would not have been considered Jewish, and probably not even a Mischling, although he exhibits some stereotypical Jewish tendencies in his politics. "He insists that he is Jewish - because Jewish descent goes through the mother -- though [brother] Peter Hitchens, who has traced the family tree, says they are only one 32nd Jewish."  (Lynn Barber, The Observer, 14 April 2002) That would have been enough to disqualify Christopher Hitchens from serving in the Schutzstaffel, but not from German citizenship.

Unexpected Pop Culture from the Third Reich

In these film clips from the Third Reich you will see song-and-dance routines similar to some presented in Cabaret. We even get to see the Hungarian-born actress Marika Rökk and a female jazz-pianist wearing a men's clothes. Supposedly all that fun was shut down and replaced with a nonstop playlist of martial music and Wagner. As with many representations about the Third Reich, it turns out not to be the case.

Much of the music in these clips qualifies as "jazz," which we are supposed to believe was banned in the Third Reich.

The director of these films, Georg Jacoby (Marika Rökk's husband), was a member of the NSDAP. At the bottom is a film clip from another director, Helmut Käutner.

I took a course on interwar German culture at a major university that gave no hint that any of this kind of film existed or was even permitted in the Third Reich. In fact, we were told that there was "no art" in the Third Reich. I think I can fairly say, regarding the tuition for that course, that I was robbed.

As far as film goes, much of the content that we associate with the decadent culture of the Weimar period is still there, with the more objectionable elements removed. There is American-style jazz and dancing, and even some women dressed in men's clothes -- just no men dressed in women's clothes and no sympathetic portrayal of sex-criminals (as in Fritz Lang's M,1931, starring Peter Lorre). Given a fair representation, most Americans would find the pop culture of the Third Reich much more agreeable than that of the preceding Weimar period, and certainly not stale and narrow as American propaganda has portrayed.

Martin Luther's Memorandum of 21 August 1942 about diplomatic progress toward the Total Solution of Europe's Jewish Problem

Germany's Undersecretary of State Martin Luther was in charge of Section D III, which dealt with foreign states in regard to the Jewish question and racial policy, and provided information about events in Germany to representatives of foreign governments.

In a memorandum that later became Nuremberg document NG-2586-J, Luther gives a report on what had been accomplished diplomatically as of August 1942 in terms of the "total solution" of the Jewish problem. It was Luther's job to persuade governments to cooperate in this project. At the time, the project was encountering less than complete cooperation from Hungary and Italy, some resistance due to the influence of Jewish money, and some interference from Catholic clergy in Slovakia. In Italy's case, perhaps despairing at the lack of cooperation, Luther suggests the compromise of asking Italy keep its Jewish citizens within its own borders. The memorandum concludes with a request for permission to continue negotiations.

The "total solution" of the Jewish Problem in this document means getting the Jews out of the heart of Europe, and eventually out of Europe altogether. This is consistent with statements attributed to Hitler in theTischgespräche.

Luther narrates how the policy changed in response to circumstances, but at its core remained essentially the same. At first, it was a matter of encouraging Jews to leave Germany:

The principle of the German Jewish policy after the seizure of power consisted in promoting with all means the Jewish emigration. For this purpose in 1939 Marshal General Goering in his capacity as Commissioner for the Four Year Plan established a Reich Control Office for the Jewish emigration and the direction was given to Gruppenfuehrer Heydrich in his capacity as Chief of the Security Police.

In June 1940 when Germany suddenly achieved continental hegemony, the continent as a whole became Germany's concern. Instead of Jewish emigration from Germany, Jewish emigration from Europe was now sought:

The fact that the Fuehrer intends to evacuate all Jews from Europe was communicated to us as early as August 1940 by Ambassador Abetz after an interview with the Fuehrer.... Hence the basic instruction of the Reich Foreign Minister to promote the evacuation of the Jews in closest cooperation with the agencies of the Reichsfuehrer-SS, is still in force and will therefore be observed by D III.

It was always a matter of "evacuation." The only thing that changed was the destination. In 1940, Madagascar seemed an opportune location for a Jewish homeland, because it was among the prospective sites mentioned by the founder of Zionism, Theodor Herzl, and it just happened to belong to France. Since France was under Germany's thumb at this point, it was a fait accompli, if only Britain, which controlled the sea between Europe and Madagascar, could be persuaded to make peace.

In a letter of 24 June 1941, two days after the commencement of Operation Barbarossa, Heydrich informs the Reich Foreign Ministry that a "territorial final solution" has superseded the Madagascar Plan. If Barbarossa had succeeded, as seemed unquestionable in the first weeks, it would have placed large expanses of sparsely populated land at Germany's disposal. On 31 July 1941 (a time when Germany's forces were advancing rapidly into Russia) Goering tells Heydrich to make preparations for the deportation of the Jews in that direction. Thereafter Heydrich arranges the Wannsee Conference (20 January 1942) for the coordination of all agencies involved in the project.

In the conference Gruppenfuehrer Heydrich explained that Reichsmarschall Goering's assignment to him had been made on the Fuehrer's instructions and that the Fuehrer instead of emigration has now authorized the evacuation of the Jews to the East as the solution....

The Wannsee Conference was called because there was now the imminent expectation of a simpler alternative to the Madagascar Plan for separating Jews from European society. Luther gives more detail about the new plan in the penultimate paragraph:

The deportation to the Government General is a provisionary measure. The Jews will be moved on further to the occupied Eastern territories as soon as the technical conditions for it are given.

Although Luther eight months earlier had attended the Wannsee Conference, where, it has been alleged, the destruction of all European Jews was planned, killing is neither mentioned nor implied anywhere in this document.

The so-called Wannsee Protocol, a very questionable document for reasons detailed by Professor Robert Faurisson1, also does not mention any active measures to be taken to kill Jews, but it contains some sinister passages. This document, the Luther Memorandum, has the very great merit that there is no obvious reason to doubt its authenticity.

The only important source of confusion that I find in this document -- one that certainly could be exploited by Holocaustians -- is the fact that "emigration" (Auswanderung) is used with several different meanings. Initially it means emigration from Germany to any other country; then, after the fall of France, it means emigration from Europe to Madagascar. At this point "emigration" becomes shorthand for emigration to Madagascar. (It seems likely that the connotation of Auswanderung was influenced by the history of German emigration in the preceding century, which generally involved boarding a ship and crossing an ocean.) Deportation of the Jews to the East therefore is not called emigration. In a sense it really is not emigration if the Jews are relocated within Europe or within the German sphere of influence, which the General Government (the provisional holding area for Jewish deportees, pending resettlement farther east) certainly was. How far east the Jews would be sent after that (i.e. whether they would leave Europe instead of being confined to the fringe of Europe under the "territorial solution") is not specified in this 1942 memorandum, perhaps because it was unknown at the time what the options would be.

The Luther Memorandum, although it is occasionally named by Holocaustian sophomores as documentation of their faith, neither says nor implies anything about killing anybody: rather the opposite. Read it for yourself!

1.) The principle of the German Jewish policy after the seizure of power consisted in promoting with all means the Jewish emigration. For this purpose in 1939 Marshal General Goering in his capacity as Commissioner for the Four Year Plan established a Reich Control Office for the Jewish emigration and the direction was given to Gruppenfuehrer Heydrich in his capacity as Chief of the Security Police. The Foreign Office is represented in the committee of the Reich Central Office, the draft of a letter to this effect to the Chief of the Security Police was approved by the Reich Foreign Minister as 83/24B in February, 1939.

2.) The present war gives Germany the opportunity and also the duty of solving the Jewish problem in Europe. In consideration of the favorable course of the war against France, D III proposed in July, 1940, as a solution: the removal of all Jews from Europe and the demanding of the Island of Madagascar from France as a territory for the reception of the Jews. The Reich Foreign Minister has basically agreed to the beginning of the preliminary work for the deportation of the Jews from Europe. This should be done in close cooperation with the offices of the Reichsfuehrer-SS (Compare D III 200/40).

The Madagascar Plan was enthusiastically accepted by the Reichssicherheitshauptamt (Reichs Security Office) which in the opinion of the Foreign Office is the agency which alone is in the position technically and by experience to carry on a Jewish evacuation on a large scale and to guarantee the supervision of the people evacuated. The competent agency of the Reichsicherheitshauptamtes (Reich Security Office) thereupon worked out a plan going into detail for the evacuation of the Jews to Madagascar and for their resettlement there. This plan was approved by the Reichsfuehrer-SS. Gruppenfuehrer Heydrich submitted this plan directly to the Reich Foreign Minister in August 1940 (compare D III 2171). The Madagascar Plan in fact has been outdated as the result of the political development. [This comment is a non sequitur. It does not fit the flow of the composition and it was clearly added later, although when and by whom is not apparent.]

The fact that the Fuehrer intends to evacuate all Jews from Europe was communicated to us as early as August 1940 by Ambassador Abetz after an interview with the Fuehrer (compare D III 2298)

Hence the basic instruction of the Reich Foreign Minister to promote the evacuation of the Jews in closest cooperation with the agencies of the Reichsfuehrer-SS, is still in force and will therefore be observed by D III.

3.) The administration of the occupied territories brought with it the problem of the treatment of Jews living in these territories. First, the military commander in France saw that he ought to issue on 27 September 1940 a decree on the treatment of the Jews in occupied France. The decree was issued with the agreement of the German Embassy in Paris. The pertinent instruction was issued directly by the Reich Foreign Minister to Ambassador Abetz on the occasion of a verbal report. After the pattern of the Paris decree like decrees have been issued in the Netherlands and Belgium. As these decrees, in the same way as German laws concerning citizenship, formally embraced all Jews independent of their citizenship, objections were made by foreign powers, among others protest notes by the Embassy of the United States of America, although the military commander in France through internal regulation had ordered that the Jewish measures should not be applied to the citizens of neutral countries.

The Reich Foreign Minister has decided in the case of the American protests that he does not consider it right to have military regulations issued for making exception of the American Jews. It would be a mistake to reject objections of friendly states (Spain, Bulgary), on the other hand to show weakness towards the Americans. The Reich Foreign Minister considers it necessary to make those instructions to the field commandants retroactive (compare D III 5449).

In accordance with this direction the Jewish measures have been given general application.

4.) In his letter of 24 June 19402 -- Pol. XII 138 -- Gruppenfuehrer Heydrich informed the Reich Foreign Minister that the whole problem of the approximately 3¼ million Jews in the areas under German control3 can no longer be solved by emigration; a territorial final solution would be necessary. [The word translated as "emigration" here is crucial. Evidently, "emigration" means emigration from Europe, whereas "territorial final solution" means creation of a Jewish homeland in Europe.]

In recognition of this Reichsmarschall Goering on 31 July 1941 commissioned Gruppenfuehrer Heydrich to make, in conjunction with the proper German agencies, all necessary preparations for a total solution of the Jewish problem in the German sphere of influence in Europe. (Compare D III 709 Secret). On the basis of this instruction Gruppenfuehrer Heydrich arranged a session of all the interested German agencies for 20 January 1942 [the Wannsee Conference], at which the State Secretaries were present from the other ministries and I myself from the Foreign Office. In the conference Gruppenfuehrer Heydrich explained that Reichsmarschall Goering's assignment to him had been made on the Fuehrer's instructions and that the Fuehrer instead of emigration has now authorized the evacuation of the Jews to the East as the solution (compare page 5 of the attachment to D III 29/42 Secret). State Secretary Weizsaecker has been informed on the conference; for the time being the Reich Foreign Minister had not been informed on the conference, whereas Gruppenfuehrer Heydrich approved holding a new conference in the near future in which many details of the total solution should be discussed. This conference has never taken place due to Gruppenfuehrer Heydrich's appointment as acting Reich Protector of Bohemia and Moravia and due to his death.

In the conference on 20 January 1942 I demanded that all questions concerned with countries outside Germany must first have the agreement of the Foreign Office, a demand to which Gruppenfuehrer Heydrich agreed and also has faithfully complied with, for the office of the Reichssicherheitshauptamt (Reich Main Security Office) handling Jewish matters has from the beginning carried out all measures in a frictionless cooperation with the Foreign Office. The Reichssicherheitshauptamt has in this matter proceeded indeed almost over-cautiously.

5.) On the basis of the Fuehrer instruction mentioned under 4.), the evacuation of the Jews from Germany was begun. It was urged that at the same time these Jews should also be taken who were nationals of the countries which had also undertaken Jewish measures. The Reichssicherheitshauptamt accordingly made an inquiry of the Foreign Office. For reasons of courtesy inquiry was made by way of the German legations in Pressburg4, Zagreb, and Bucharest to the governments there as to whether they wanted to recall their Jews from Germany in due time or to agree to their deportation to the ghettos in the East. To the issuance of this instruction agreement was given before dispatch by the State Secretary, the Under State Secretary in charge of the Political Division, the Director of the Division for Economic Policy and the Director of the Legal Division (Compare D III 336 Secret).

The German Legation in Bucharest reports with reference to D III 602 Secret, that the Rumanian government would leave it to the Reich government to deport their Jews along with the German Jews to the ghettos in the East. They are not interested in having the Rumanian Jews return to Rumania.

The Legation in Zagreb has informed us that the Croat government expresses gratitude for the gesture of the German government; but it would appreciate the deportation of its Jews to the East (Compare D III 624 Secret).

The Legation in Pressburg reported with reference to D III 561 Secret that the Slovak government is fundamentally in agreement with the deportation to the Eastern ghettos. But the Slovak claims to the property of these Jews should not be endangered.

The wire reports have also been submitted, as customary, to the Reich Foreign Minister's Bureau.

On the basis of the reports of the Ministers I have informed the Reichssicherheitshauptamt (Reich Main Security Office) with reference to D III 661 Secret that the Jews of Rumanian, Croat and Slovak nationality could also be deported; their fortune should be blocked. The Director of the Political Division, Section IV of the Political Division, Section IX of the Legal Division and Section IV of the Division for the Economic Policy have co-signed the dispatcher. Accordingly, the deportations of the Jews from the occupied territories was undertaken.

6.) The number of the Jews deported in this way to the East did not suffice to cover the labor needs there.5 The Reichssicherheitshauptamt therefore, acting on the instruction of the Reichsfuehrer-SS, approached the Foreign Office to ask the Slovak Government to make 20,000 young, strong Slovak Jews from Slovakia available for deportation to the East. The German Legation in Pressburg was provided by D III 874, with proper instruction. The instruction was signed by the State Secretary, the Under State Secretary in charge of the Political Division, and Section IV of the Political Division.

The Legation in Pressburg reported ad D III 1002 that the Slovak Government has taken up the suggestion eagerly; the preparatory work could be begun. Following up this pleased concurrence of the Slovak Government, the Reichsfuehrer-SS proposed that the rest of the Slovak Jews also be deported to the East and Slovakia thereby be made free of Jews. The Legation was, ad [D III 1559 Ang. II], provided with proper instruction. The draft of the instruction was signed by the State Secretary; after its dispatch it was submitted for their information to the bureau of the Reich Foreign Minister and the Under State Secretary in charge of the Political Division.

As the Slovak Episcopacy meanwhile raised objections to the deportation of the Jews before the Slovak Government, the instruction carries the express statement that in no case must there develop internal political difficulties on account of the evacuation of the Jews in Slovakia. By the telegraphic report, ad D III 2006, the Legation reported that the Slovak Government, without any German pressure, has declared itself agreeable to the deportation of all Jews and that the State President agreed personally to the deportation. The telegraphic report was submitted to the Bureau of the Reich Foreign Minister. The Slovak Government has furthermore agreed that it will pay as a contribution to the costs entailed RM 500.-- for every evacuated Jew.

In the meantime 52,000 Jews have been removed from Slovakia. Due to church influences and the corruption of individual officials, 35,000 Jews have received a special legitimation. However, Minister President Tuka wants to Jewish removal continued and therefore has asked for support through diplomatic pressure by the Reich (Compare D III 3865). The Ambassador is authorized to give this diplomatic help in that he may state to State President Dr. Tiso that the exclusion of the 35,000 Jews is a surprise in Germany, the more so since the cooperation of Slovakia up to now in the Jewish problem has been highly appreciated here. This instruction has been co-signed by the Under-State Secretary in charge of the Political Division, and the State Secretary.

7.) The Croat Government is likewise fundamentally agreeable to the removal of the Jews from Croatia. It especially considers the deportation of the 4 to 5,000 Jews from the Italian-occupied Second Zone (centered around Dubrovnik and Mostar) to be important, as they represent a political burden and their elimination would serve the general pacification. The removal can of course take place only with German aid, as difficulties are to be expected from the Italian side. There have been practical examples of resistance against the Croat measures by Italian officials on behalf of well-to-do Jews. Furthermore, the Italian Chief of Staff in Mostar has stated that he cannot approve the removal since all the people living in Mostar have been assured of the same treatment. Since meanwhile according to a telephone communication from Zagreb, the Croat Government has given its written approval of the proposed measure, Minister Kasche thinks it right to begin with the removal, and in fact to begin for the whole country. One could therefore take the risk of having difficulties develop in the course of the action, so far as concerns the zone occupied by Italians.

A report for the Reich Foreign Minister to this effect (D III 562 Secret) has been held up by State Secretary von Weizsaecker since he considered an inquiry should first be made at the embassy in Rome. The answer has not been received.

The problem of Italian Jews has come up in the same way in connection with the evacuation of the Jews in France.

Ambassador Abetz points out in connection with the deportation in preparation from the occupied French territory that there was an urgent political interest to take the foreign Jews first in the evacuation measures. Since these Jews were regarded as foreign bodies they were already especially hated and passing them over and giving them thereby a quasi privileging would cause bad feeling, the more so since among them were to be found responsible instigators of terror and sabotage acts. It was regrettable that exactly the Axis appeared in this point to pursue no uniform policy.

If the evacuation of the foreign Jews were not immediately possible, the Italian Government should be for the time being asked to repatriate their Jews from France.

On the Italian side economic interests appear to play a decisive role. The safe-guarding of these interests however is entirely possible, so that on this point there needs to be no obstacle to the planned solution.

On this question of the Italian Jews in France a conference record of 24 July, ad D III 562 Secret, has been submitted to the Reich Foreign Minister.

8. On the occasion of a reception by the Reich Foreign Minister on 23 November 1941 the Bulgarian Foreign Minister Popoff touched on the problem of according like treatment to the Jews of European nationalities and pointed out the difficulties that the Bulgarians had in the application of their Jewish laws to Jews of foreign nationality.

The Reich Foreign Minister answered that he thought this question brought up by Herr Popoff not uninteresting. Even now he could say one thing to him, that at the end of this war all Jews would have to leave Europe. This was an unalterable decision of the Fuehrer and also the only way to master this problem, as only a global and comprehensive solution could be applied and individual measures would not help very much. Furthermore, one should not attribute too much worth to the protests on behalf of the Jews of foreign nationality. At any rate, we would not let ourselves be taken in any further by such protests from the American side. He -- the Reich Foreign Minister -- would have the problem described by Herr Popoff investigated by the Foreign Office.

The Reich Foreign Minister commissioned me to undertake the investigation promised (Compare D III [660g] Secret).

I should like to make reference to my basic conference memorandum of 4 December 1941, ad D III 680 Secret, which I am dispatching, together with the proper files. This conference memorandum was held up by the State Secretary, because he considered a further examination by the Legal Division first necessary. In their opinion the German-Bulgarian trade and shipping pact was not in agreement with the German-Bulgarian arrangements proposed by me. I therefore notified the German Legation in Sofia, ad D III 497 Secret, under date of 19 June, in reference to the suggestion of the Bulgarian Foreign Minister Popoff at his reception to contact the Bulgarian Government and find out whether it was prepared to come to an agreement in the Jewish problem that there should be no rights from the trade and shipping not given effect in favor of the Jews in the promise of reciprocality.

If the question is put from the Bulgarian side as to whether Germany is ready to deport Jews from Bulgaria to the East, the question should be answered in the affirmative, but in respect to the time of the deporting should be answered evasively. This decree was co-signed by the State Secretary, the Under-State Secretary, the Director of the Political Division, the Director of the Division for Economic Policy, Section IV of the Political Division, Section IV of the Division for Economic Policy, and also by R. (Tr. Note: Ribbentrop). The Legation exchanged notes with the Bulgarian Government and reported that the Bulgarian Government is fundamentally prepared tin the problem of the evacuation to sign an agreement with us. Thereby the basis is given to include the Bulgarian Jews in the Jewish measures. (D III 559 Secret and 569 Secret).

9.) The Hungarian Government has not yet been approached on account of the Jewish removal, because the status of the Hungarian legislation up to the present does not promise a sufficient success.

10.) In accordance with the agreement of the Rumanian Government mentioned under 8.) the evacuation of the Rumanian Jews from Germany and the occupied territories was begun, whereupon various Rumanian consulates and the Rumanian Minister in Berlin, who had no instructions from their Government, intervened. Ambassador von Billinger was therefore asked for clarification. The Legation seems to have made use of the Jewish adviser assigned to it, Richter, for this purpose. He is a person to whom the Rumanian Government confirmed its earlier agreement to the inclusion of the Rumanian Jews in the German measures and to whom the Deputy Ministry President Mihai Antonescu informed of the request of the Marshal that the German agencies should also carry out the removal from Rumania itself and should be then immediately with the transport of the Jews from the areas Arad, Timisoara and Turda.

11.) At the request of the governments concerned, the legations in Bratislava, Zagreb and Bucharest have been assigned advisors for Jewish affairs. They have been made available at the request of the Foreign Office by the Reichssicherheitshauptamt (Reich Main Security Office). Their assignment is for a limited time. It ends as soon as the Jewish problem in the country concerned can be retarded as solved in the German sense. Originally it was regarded as solved as soon as the country concerned has issued Jewish laws similar to the German ones.

Accordingly Richter was recalled from Rumania last year by the Reichssicherheitshauptamt (Reich Main Security Office).

At the urgent request of the legation in Bucharest, Richter was again assigned to the legation despite the objection of the RSHA. This was done with the express intention of having him remain there until the actual final solution in Rumania (D II 1703 Secret and 1893 Secret).

Since all negotiations with the Rumanian Government went through the Foreign Office, the report of Obersturmfuehrer Richter submitted by the Reichsfuehrer-SS should be considered only as an internal work report to the RSHA (Reich Main Security Office). The unusual procedure of having the confirmation of a final conference in the [handwriting] of the Deputy Minister President was sharply [objected to] immediately through the directive of the 17th of this month; the official handling of the affair must be carried out immediately. The files have been submitted there already under D III 659 Secret.

The projected deportations are a further stop forward on the way of the total solution and are in respect to other countries (Hungary) very important. The deportation to the Government General6 is a provisionary measure. The Jews will be moved on further to the occupied Eastern territories as soon as the technical conditions for it are given.

I therefore request approval for the continuation of the negotiations and measures under those terms and according to the arrangement made.

According to Professor Arthur Butz, The Hoax of the Twentieth Century, "In section 4 the date of June 24, 1940, for document Pol XII 136 appears, from the context, to be in error; it should be 1941." In the context of Luther's memorandum "emigration" (to Madagascar) and "territorial solution" are presented as antitheses. In section 2 of Luther's memorandum we read that Heydrich submitted the Madagascar Plan "directly to the Reich Foreign Minister in August 1940...." If the date "June 24, 1940" is accepted, it produces the unlikely result that Heydrich submitted the Madagascar Plan after he had proposed that a "territorial solution" would be better. To have Heydrich propose the "territorial solution" immediately after the commencement of Barbarossa, when the prospective of an alternative to Madagascar had just become apparent, makes much more sense.

3. The total number of Jews that ever came within Germany's sphere of influence is a hotly debated point. Heydrich's estimate of 3¼ million Jews within German control came just two days after the beginning of Operation Barbarossa. The claim that the number of Jews under German control ever exceeded 6 million (and the number of Jews under German control would have to be greatly in excess of 6 million to account for the very large number of "Holocaust survivors") depends on the big, fat assumption that Jews in eastern Poland and the USSR remained stationary as German forces advanced. Walter Sanning, in The Dissolution of Eastern European Jewry, provides evidence that many of them did not.

4. Pressburg is the German name for Bratislava, the capital of Slovakia. Many European cities where German minorities live have alternate, German names.

5. There was a great shortage of manpower in the Third Reich during the war.

6. The Government General was an area in the south of Poland that was conquered by Germany but never annexed. It was inhabited mainly by Poles and Jews. Regions like southern Poland, and Bohemia and Moravia, that were of strategic importance for Germany's territorial defense but contained no large German population, were made into "protectorates" instead of being annexed to Großdeutschland. The term "protectorate" is a little ironic, since Germany was really protecting herself by occupying those regions.
